During the fifth National ECD Conference held in Kigali in January 2026, the nation celebrated a monumental logistical triumph. The National Child Development Agency (NCDA) reported that Rwanda has expanded its ECD footprint from a few pilot sites to a staggering 32,205 centers nationwide, serving over 1.16 million children. We have successfully won the battle for access.

However, as national leaders accurately highlighted during the conference, a new, more complex challenge has emerged: The Quality Gap. Building a center guarantees a child has a place to sit, but only high-quality care guarantees that the child will thrive. This blog post explores how we are moving beyond access, tackling uneven service quality, and turning every ECD center into a world-class developmental hub.

The National Mandate: Moving from Access to Excellence

The expansion of ECD access is one of Rwanda’s greatest social achievements. Yet, rapid scaling brings inevitable growing pains. Speaking at the recent national conference, the Minister of Gender and Family Promotion, Consolee Uwimana, articulated this transition perfectly:

“Among the achievements are the expansion of ECD centers closer to communities… However, challenges remain, including uneven service quality, gaps in infrastructure and equipment, and the need to reach more parents with behavior change communication messages that support healthy child development.”

This statement is a direct call to action for civil society and development partners. We can no longer rely on simply opening doors; we must ensure the caregivers inside those doors are equipped, the parents are engaged, and the children are genuinely stimulated and nourished.

RODI’s Response: Elevating Care in Ruhango District

At the Rwanda Organization for Development Initiatives (RODI), we view the national call to close the quality gap not as a hurdle, but as our primary mission. We know that the true infrastructure of an ECD center is not the roof above it, but the caregiver inside it.

Currently, across Ruhango District, we are implementing an intensive ECD Monitoring and Supportive Supervision program designed specifically to eradicate “uneven service quality.” We do this by addressing the three core gaps identified at the national level:

1. Fixing the Caregiver Capacity Gap

An ECD center run by an untrained volunteer quickly devolves into a mere babysitting service. To prevent this, our supportive supervision teams provide rigorous, hands-on mentorship to community caregivers. Those who complete our program become recognized ECD Caregiver Graduates.

2. Fixing the Infrastructure and Equipment Gap

The national conference noted persistent gaps in infrastructure and learning materials, especially in remote home-based centers. At RODI, we teach our Caregiver Graduates that they do not need to wait for expensive, imported toys to provide high-quality education.

3. Closing the Monitoring and Inclusion Gaps

The national review highlighted the need for stronger monitoring of inclusive, home-based ECD centers. Because these centers operate in private living rooms, they are the hardest to regulate.

The Driving Behavior Change Communication

Perhaps the most critical challenge raised at the 2026 conference was the need for stronger “behavior change communication” to support healthy child development at home. An ECD center only cares for a child for a few hours; the parents are responsible for the rest of their lives.

At RODI, behavioral change is the engine of our entire methodology. We deploy our “Enough Thinking” strategy to fundamentally reshape how parents and communities view early childhood.

Conclusion: The True Measure of Success

The fifth National ECD Conference proved that Rwanda has the political will and the logistical capacity to reach every single child. Over one million children are now in the system.

The next frontier—closing the quality gap—will not be won with sweeping national mandates alone. It will be won on the ground, center by center, caregiver by caregiver. It requires intensive mentorship, resourcefulness, and a profound shift in community mindset.

We are not just closing a quality gap; we are opening the door to a brilliantly capable, self-reliant generation that will lead Rwanda into the prosperity of 2050.
