From our sub-office in Ruhango District, we partner with the National Child Development Agency (NCDA) and local authorities to make sure every child has the best possible start in life. Our mission is rooted in a fundamental truth: the earliest years of a child’s life are the most critical. Research consistently shows that children who experience nurturing care and high-quality early learning opportunities are more likely to succeed in school and in life.
Conversely, when these needs are unmet, the consequences can be profound and lifelong. Poor health, low school performance, and limited economic prospects can follow a child into adulthood. Rwanda’s national ECD policy recognizes this urgency, promoting integrated services that combine health, nutrition, hygiene, safety, and early learning. But policies alone don’t change lives—effective implementation does. That’s where our work comes in. We bridge the gap between national vision and local reality, ensuring that the promise of quality ECD is delivered to every community we serve.
Our Role: Monitoring and Supportive Supervision
We are focused on quality assurance, which is a continuous, hands-on process. Our ECD Program Officer leads a robust system of monitoring and supportive supervision across three key settings, ensuring no child is left behind:
- Home-Based ECD: We recognize that the home is a child’s first learning environment. We work directly with parents and caregivers, coaching them on how to create safe, stimulating environments using everyday items. We help them understand the importance of responsive care, which means paying attention to a child’s cues and responding with warmth and encouragement.
- Community-Based ECD: In many areas, informal playgroups and community initiatives fill a vital role. We strengthen these programs by ensuring they meet essential safety and developmental standards. We help community leaders and volunteers understand the principles of child protection and early learning, transforming informal gatherings into structured, beneficial experiences.
- Center-Based ECD: For formal ECD centers, we provide comprehensive support to improve infrastructure, teaching practices, and child protection measures. Our guidance helps centers move from simply being a place for children to be cared for, to becoming vibrant hubs of learning and development.
Through regular visits, coaching sessions, and constructive feedback, we help caregivers and center managers identify gaps and implement practical, low-cost solutions. This hands-on approach ensures that standards are not just written on paper—they are lived out in classrooms and homes every day. We don’t just check compliance; we build capacity so that improvements are sustainable and driven by the caregivers themselves.
Training Caregivers for Holistic Development
The heart of a quality ECD program is a skilled caregiver. Before stepping into their roles, our caregivers receive comprehensive training on the principles of child development, health and hygiene, and the power of positive discipline. Instead of punishment, we teach caregivers how to guide children’s behavior through redirection, modeling, and encouragement.
We emphasize holistic development, covering all aspects of a child’s growth: physical, cognitive, social-emotional, and moral. Our training also equips caregivers to create inclusive environments where every child—regardless of ability, background, or special needs—can learn and thrive. A key part of our methodology is teaching caregivers how to use locally available materials for play and learning. This approach keeps costs low while sparking creativity and problem-solving skills in children. For instance, bottle caps can be used for counting, old fabrics for art projects, and recycled boxes for building. This practical, resourceful mindset is essential for scaling quality ECD across the country.
Partnerships That Power Change
Our work is strengthened by deep-rooted collaboration. Together with the NCDA and local government structures, we align our efforts with Rwanda’s national ECD strategy. These partnerships allow us to move beyond isolated projects and create a cohesive support system for children and families. This collaboration helps us to:

- Coordinate health, nutrition, and protection services for children, creating a comprehensive safety net that addresses all aspects of a child’s well-being.
