Central to this story is the deliberate focus on livelihood development—a multi-faceted approach aimed at empowering citizens to achieve sustainable economic security and an improved quality of life. Moving beyond mere poverty alleviation, livelihood development in Rwanda encompasses strengthening agriculture, fostering entrepreneurship, building skills, and ensuring that economic growth is inclusive and reaches the most vulnerable.
The Pillars of Rwanda’s Livelihood Strategy
The Rwandan government’s framework, aligned with its national development strategies like Vision 2050, rests on several key pillars:
- Agricultural Transformation: As the backbone of Rwanda’s economy, employing a large portion of the population, modernizing agriculture is crucial. Initiatives promote climate-smart practices, value chain development (from seed to market), and the formation of cooperatives to help smallholder farmers increase productivity, profitability, and resilience to climate shocks.
- Entrepreneurship and Job Creation: Recognizing the energy of its youthful population, Rwanda actively fosters a culture of entrepreneurship. Programs provide access to Business Development Services (BDS), vocational training, and financial linkages, empowering youth and women to start and grow micro and small enterprises (MSEs), creating jobs and driving local economic development.
- Human Capital and Skills Development: Investing in people is fundamental. Efforts are concentrated on enhancing technical, vocational, and managerial skills to ensure the workforce is equipped for the demands of a modern economy. This includes work-readiness programs and mentorship to bridge the gap between education and employment.
- Social Protection and Inclusion: A core principle is that no one should be left behind. National programs, such as the Vision 2020 Umurenge Program (VUP), directly support the most vulnerable households. This is complemented by initiatives that promote gender equality, empower women and girls, and protect children, ensuring that livelihood development is equitable and holistic.
Our Contribution: RODI’s Role in Strengthening Livelihoods
As Rwanda Organization for Development Initiatives (RODI) actively translates these national goals into tangible change at the community level. Our mission is to strengthen the capacity of small-scale farmers, youth, and women to improve their livelihoods and food security.
Here’s how we support livelihood development in the communities we serve:
- Empowering Farmers through Cooperatives and Value Chains: We work with smallholder farmers, particularly in the coffee sector, to improve the capability of their cooperatives. Through our Improving the Capability of Smallholder Coffee Farmers’ Cooperatives (ICCC) project, we provided technical assistance over three years, promoting value chain development and equitable growth. This directly enhances farmers’ incomes and contributes to the national coffee sector.
- Fostering Entrepreneurship and Self-Reliance: Through projects like Kora Wigire (Work for Self-Reliance) and our Business Development Support services in Karongi, Rutsiro, and Nyamasheke districts, we equip youth with essential entrepreneurship and financial management skills. Our structured training and post-training support, including linkages to loans, help participants start businesses to create sustainable jobs.
- Graduating Households from Poverty: In collaboration with partners like World Vision and Caritas Rwanda, we implement the proven Ultra-Poor Graduation (UPG) model. As seen in our Poverty Alleviation Coalition (PAC) projects, this comprehensive approach provides vulnerable refugee and host community households with financial support, assets, training, and mentorship. The results speak for themselves: by 2024, 95% of participants in our PAC 1 project had graduated from extreme poverty, becoming self-reliant.
- Building Skills for the Market: Initiatives like HUGUKA DUKORE AKAZI KANOZE have equipped vulnerable youth across Rwanda with market-relevant skills and work readiness, aligning with the country’s vision for economic growth and community transformation.
- Promoting Inclusive Community Development: We believe sustainable livelihoods require inclusive decision-making. Our projects in districts like Nyanza actively build the confidence of youth and women, encouraging their participation in community leadership and ensuring they have a voice in shaping their own economic futures.
