Rwanda Organization for Development Initiatives (RODI) is a non-profit organization established in 2012 with a vision of creating a thriving community where everyone has the resources and knowledge to achieve a better quality of life. We fulfill this mission by empowering small-scale farmers, youth, and women through various programs, including the Poverty Alleviating Coalition Project (PAC).
The PAC Project: A Collaborative Effort to Reduce Poverty
In partnership with World Vision Rwanda, we’re implementing the PAC project funded by World Vision Rwanda that implementing in five districts such as Gisagara, Nyamagabe, Kirehe, Gatsibo and Karongi but for us, As RODI Rwanda, We are implementing in three districts such as Gisagara, Nyamagabe and Kirehe, a comprehensive approach to poverty reduction aligned with the successful Ultra-Poor Graduation (UPG) model. This approach has a proven track record of uplifting communities from extreme poverty.
This project is built on four main pillars:
- Social protection: Providing support to meet basic needs and build resilience.
- Livelihood: Equipping beneficiaries with skills and resources to generate income.
- Financial Inclusion: Facilitating access to financial services and building savings habits.
- Social empowerment: Promoting participation and decision-making within communities.
Critical Components of the PAC Project:

- Awareness: Raising community awareness about poverty alleviation strategies.
- Identification: Recognizing ultra-poor families within the target districts.
- Training: Equipping beneficiaries with valuable skills through workshops on various topics.
- Cash Grants: Providing financial support of 800,000 Rwandan francs per beneficiary.
- Saving Groups: Establishing financial support systems by creating S4T (Saving for Transformation) groups.
- Continuous Training: Equipping beneficiaries with ongoing knowledge in financial literacy, business planning, entrepreneurship, and market diversification.
- Coaching: Providing personalized guidance and support to beneficiaries.
- Monitoring and Mentoring: Regularly monitor beneficiaries’ progress and offer mentorship to address challenges.
Geographic Focus:
The PAC project is currently operational in five districts such as Gisagara, Nyamagabe, Kirehe Gatsibo and Karongi funded by World Vision Rwanda but for us, As RODI Rwanda, We are implementing in three districts such as Gisagara, Nyamagabe and Kirehe.
Target Beneficiaries:
Our program prioritizes empowering poverty-stricken families within these communities.
Project Timeline:
The PAC project commenced in 2021 and is still ongoing, transforming lives within the target districts.
The Success of the Ultra-Poor Graduation (UPG) Approach

The UPG approach has demonstrably improved lives across numerous countries. Here are its core principles:
- Asset Management Training: Equipping beneficiaries with the knowledge and skills to manage their newfound assets effectively.
- Essential Needs Support: Providing basic food or cash assistance to ensure household stability.
- Coaching and Mentorship: Offering frequent coaching visits to reinforce the skills learned and address challenges.
- Healthcare Access: Promoting health education and ensuring access to healthcare services.
- Savings Promotion: Encouraging beneficiaries to establish savings accounts for future investments and emergencies.
Positive Outcomes of the UPG Approach:
The UPG approach has yielded significant positive outcomes after three years of implementation, including:
- Increased asset ownership and household savings.
- Increased time dedicated to productive work.
- Reduced hunger and stress levels.
- Improved overall physical health.
