It is the foundation that allows a family in Nyamagabe or a youth in Rusizi to take the risks necessary to build a business, send a child back to school, or invest in a new livelihood. Without the security of social protection, the “Graduation” from poverty to self-reliance remains an impossible leap.
The Two Pillars of Social Protection in Rwanda
To understand how social protection drives development, we must look at its two primary functions in the Rwandan context: Protection and Promotion.
- 1. Protection (The Shield): This is the immediate response to vulnerability. It includes access to Mutuelle de Santé (community health insurance) and direct support for those who cannot work. It ensures that a single medical emergency or a climate shock does not destroy a decade of progress.
- 2. Promotion (The Springboard): This is where social protection meets economic development. It involves the Graduation Approach—providing the ultra-poor with the assets, skills, and financial access (such as VSLAs) they need to move from aid recipients to active, tax-paying participants in the economy.
Turning Policy into Reality: The RODI Approach
At the Rwanda Organization for Development Initiatives (RODI), we integrate social protection into every project. We believe that for development to be sustainable, it must be inclusive of those who have historically been left behind.
1. Resilience for the Displaced: The Dukore Twigire Project
Currently, in Nyamagabe District, the Dukore Twigire Project (“Let’s Work to Become Self-Reliant”) is transforming how we support Forcibly Displaced Populations and Host Communities.
- Asset Transfers: We provide small livestock and business kits. This is social protection in its most “promotional” form—giving a family a productive asset that generates income long after the project ends.
- Social Cohesion: By bringing refugees and locals together in Village Savings and Loan Associations (VSLAs), we create a community-led insurance system. The “Social Fund” within these groups acts as a localized safety net for emergencies.
2. Educational Protection: The LIFT Project
In Rusizi District, our Learning and Inclusion for Transformation (LIFT) project (implemented in a consortium with ADEPE and UPHLS) uses social protection to safeguard the future of the next generation.
- The Inclusion Factor: In partnership with UPHLS, we ensure that children with disabilities—often the most excluded from social protection—have the assistive devices and support to return to school.
- A Holistic Safety Net: Working with ADEPE, we link vulnerable families to national social safety nets. This ensures that extreme poverty does not force the 1,516 children and youth we support to drop out of school again.
The “Enough” Mindset: The Psychology of Protection
We recognize that physical assets and policies are only half the battle. True social protection requires a shift in how individuals view their own agency. At RODI, we utilize the “Enough Thinking” behavioral strategy.
We make sure to teach our beneficiaries that they should adopt a new perspective on their journey to self-reliance:
- Saying “Enough” to Dependency: We make sure to teach them they should view social protection as a temporary boost, not a permanent destination. We teach them that they should say “Enough” to waiting for external aid and instead embrace their own dignity and capacity to grow.
- Proactive Planning: We make sure to teach them they should say “Enough” to being passive victims of circumstance. We instill the mindset that they should be proactive—using their savings and assets to protect themselves against future shocks.
- Community Solidarity: We teach that “We are enough for each other.” We emphasize that they should support one another through their VSLAs, creating a community-led protection system that is more resilient than any external intervention.

In 2026, social protection is the bridge that carries Rwanda from the limitations of the past into the prosperity of Vision 2050.

From the intensive support in Kigeme Camp to the inclusive classrooms in Rusizi, social protection is the tool that turns vulnerability into victory.
